Good folding edc for 40$

Just pick up an Ontario RAT-1. Best value in the <$40 category, in my opinion, and should serve your purpose well.

It sharpens easily and takes a razor's edge. 3.25" AUS 8 stainless blade, Nylon 6 scales, fairly stout liner-lock and weighs around 5oz. There are tons of YouTube vids on the RAT-1 and other good value type knives that could keep you busy for quite some time... Maybe spend some time there and narrow down your search to the two or three you like best. BladeForums is an excellent resource to ask opinions that could help tip the scales on a hard decision, but in broader strokes, asking open opinions here could actually make your choices more confusing... ;)

I bought 3 Blur blems on ebay a year ago and they have been great. I believe they were around $30-$35 each including shipping.

Several Kershaw blades fit the bill (love my Needs Work). As noted above the CRKT M-16 is good but be aware there are several different M-16s. I have the SFG10 and like it but it's borderline for EDC due to it's size.
 
Benchmade Pika II.
I have the titanium handled version, which is currently out of production. But they're common enough that you can find them most places.
It is a beautiful knife. Copper accents in the back spacers, 3.5" blade, good steel for the money, excellent lockback design, totally solid knife. It feels like a $150 knife but it only cost $35.
Highly, HIGHLY recommend.
