Good knife brands that are cheap?

Spyderco Byrd knives are pretty good.
Benchmade Landslide is great and inexpensive (less than $39). N680 steel, too!
Esee folders are under $27 and so are Rat folders. AUS8 steel.
Buck makes some good inexpensive folders and with their fantastic heat treat they make 420HC pretty good stuff.
 
Of all the budget knives I've handled, spyderco takes the cake.

Excellent steels and fit and finish for the price.
Sure they're are many budget knives that may be better, but spyderco is an easy answer.

Tenacious if you are really cheap, but a Delica/Endura is also pretty budget friendly.

I have a Buck Vantage Select Small that is great for $20. Best pocket clip ever imho.

As Doc and others have said, I suggest the Endura like

Byrd Cara Cara by Spyderco. It is a great EDC for around $20-30.
