I would say it's for when you are gluing two pieces of leather together. Set this heavy thing on top for a few hours until the glue sets and is dry.

I just got done reading all of the posts from Ginny (Michael5135) all i can say is I am unimpressed. I would like to know how one user can spam and get banned but the original account stays in good standing knowing its the same person.

What is behind all of this? Weird.

I plan on doing this quite often with Buck knick knack items I can pick up share and make fun for everyone. I hate to see this get spoiled so quickly.

As a fellow leatherworker, I'd use a nice steel block like that for nearly everything.

As for a specific use, I'm stumped. I see you have a good sized anvil, so it's unlikely that it would share anvil use... Unless you need two going at once? Heh.

I'd use it for setting snaps and peening rivets, as it's lower than a normal anvil, and therefore it would be easier to keep your project (say a sheath), on the anvil without falling off. Closer to the bench.
 
This is really stumping me, because it's obviously some sort of steel or iron as I can see rust on the side but it's also full of cuts and dings.
You wouldn't use it as a cutting surface, but you could use it as an anvil surface while embossing patterns into sheaths.

I saw a thing like that at the harness shop in Colonial Williamsburg, VA. The guy had an old (flat) 1lb. coffee can in which he melted Lead. It was an anvil for leather punches. The Lead was not as hard on his punches as say a block of wood. When the surface got chutted, he would melt the Lead to form a new surface.

Makael- I am very sorry my son did this in your thread, The differences we have are nobody's concern. I am glad he was banned he did wrong and his computer was taken away and locked in my safe. The boy is 15 years old and thought he could do anything he wanted because it was open to guess what you have displayed. He went over the top thinking it was funny. I am glad I was not banned for his mistake. He knows my sign in information and linked the account that he made to mine somehow. I am asking you to forgive him, he now knows what he did was wrong and is paying the penalty. I told him if he wants to use the computer to go to the library. As for me he has been a handful since he entered high school with outstanding discipline necessary. I am not only apologizing for him I apologize for myself, I have been through and have seen much agony that people are unexpectedly thrown into the middle of. That is some of why I quit being a Police Officer. It made me cold and callous and I always expect the unexpected and put up a defense where one is not necessary I sincerely apologize from my heart for what has happened in the past. I hope that you can understand and forgive and forget the tension between us, as for my son, I am thinking about sending him to a military academy or someplace for special schooling which he needs.
