Very, very likely. Ulster made a lot of contract knives. I think as many or more than Camillus prior to c.1969/1970 when the Ulster name was dropped in favor of "Old Timer", at or near the end of the RJR/Prince Albert, and US Tobacco Co. Copenhagen tobacco promotions.
I am not aware of any contract knives produced by Old Timer.
(I also believe Ulster put their name somewhere, on all the contract knives they produced.)

After the promotions ended The old Ulster plant only produced "Old Timer" knives without any "Ulster" branding.
(The RJR & Copenhagen promotion knives were all branded "ULSTER Old Timer".)
I don't know if the production of Old Timer knives was moved to another plant, and the (very) old Ulster plant was shut down before 2004.

I am 99% sure that post 1970/1971, the "Ulster" Official BSA and GSA knives were produced by Camillus.
I'm 80% sure that post 1970/1971, the only "Ulster" branded knife made was the 4 and 5 blade "Official" BSA, and the official Girl Scout knives. I don't believe any other Ulster patterns were offered in that time period.
I know my white c.1980 "Official BSA" Ulster 4 blade scout knife was made by Camillus.

I believe the "Ulster" name was retired "for good" by Imperial-Schrade (US) when that BSA contract ended, long before the 2004 Imperial-Schrade, and 2007 Camillus bankruptcies.
