another valid argument for them having forged in the fullers, if you look at a standard period construction they would almost always have soft iron sandwiched between high carbon on both sides at the spine of the knife.
it would be considered a major flaw for the hc steel to be ground away to the point that you see the soft iron core

It is a good argument but in all the information that I have seen there was no instance of forging the fuller. the fuller is burnished bright after cutting so the shingane core steel although exposed in the case of a deep fuller would not be identifiable.
 
I'll admit I know squat about how the Oriental stuff is done, or why.
I can only speak for the western "smiths" of recent history.
Bill probably knows more on this subject than anyone I personally know.
