How to cut a big padlock

Maybe this is just a welder's answer, but I'd be tempted to just use an oxygen lance (if it'll burn through concrete and sucker rod, it'll do just about anything). If that was a bit too much overkill or unavailable, a cutting torch would do the trick.:D
