FWIW, I am a US buyer and I purchased some goods from a guy based in Portugal. They were model airplane kits but that is irrelevant. The seller wanted to be paid in Euros. The first paypal transaction I did with him there was no option to do anything other than pay in USD. So we figured out an approximate number and I sent it to him. Now move forward a couple weeks. He had listed some more items for sale so I contacted him and we arranged a negotiated number in USD. This time when I went to pay him in paypal there was no option to select anything but USD to Euro conversion and so I entered the amount he wanted in Euros and it told me what I was paying in USD. It was very odd, but the interface definately changed between the two transactions. In both cases these were legitimate Goods/Services transactions. In the end we both learned a bit about paypal, because of the conversion and the lack of transparency about conversion fees / rates, neither of us payed/recieved the "exact" number we were looking for but they were close enough for it not to matter and I erred on the side of caution and rounded up a bit when guestimating the numbers. But I could see how on a 400-500$ transaction the discrepancy added up to 20$ without any malicious intent on either parties behalf.
