Unfortunately you can't! But in Canada they are readily available. They cannot be exported to the US because of a ban on certain Chinese goods. Up here the base price is $399. But to be totally honest the only guy who has a large quantity in stock right now is charging more like $450. The big containers we're all waiting for haven't arrived yet to the cheap guys.
How's the metallurgy on the Norincos? I recall reading back when the Chinese M-14 clones were available here in the US that the bolt's often had poor heat treatment and metallurgy and sometimes resultingly failed. I remember looking at a Polytech once, and the fit and finish left some to be desired.
You need a good .22. You can get a Savage Semi-Auto for less than $100 new at Wal-Mart, if they still sell them. A Marlin 60 or a 10/22 will cost you between $150 and $175. A CZ Bolt is only $225ish. The bolt action is great for cheap plinking, and small game hunting. It is a critical part of any survival arsenal. Ammo is 550 rds for $10 or $11- you can't beat that.
Get an AR-15 style stripped lower reciever while you still can. If your over 21, have the dealer transfer it to you as a PISTOL (make sure the Form 4473 is marked pistol on the weapon type indicator). This will give you he ability to legally configure it as a pistol or as a rifle (remember, you may only use a sub 16" barrel without a stock unless you register it as an SBR). This will cost you about $100. Don't build it yet, but have it ready for when you have more cash. At least you'll have your "firearm" before the ban.
Get a Finnish M-39 Mosin Nagant. This will cost you about $225 to $250- mine only cost $183, mainly because I got lucky on a Gunbroker auction. 7.62x54mmR ammo is pretty affordable- you can get military surplus ammo for about 15 to 20 cents per round, and there is plenty of hunting ammo available- with soft point bullets up to 204 grains. These Finnish rifles are much more accurate and better constructed than the Russian refurbs that are on the market- the tolerances are also much better and they function better as a result. The nice thing about Finnish surplus weapons is that they aren't going down in value- in fact, it will probably increase in value.
Get a used (but not abused) Remington 870 Express. This will run you about $200. If you have a bird barrel on the gun, invest in a used riot barrel (or vice versa). Everyone needs a shotgun- good for home defense, bird hunting, upland game hunting, and general utility. If you could only have one gun, I have to admit I would probably say get a shotgun.
Then, buy a .22 LR single action revolver. The Heritage Rough Rider is pretty affordable and has a neat safety on it. Cheap to shoot. Make sure you splurge and buy the model with the adjustable sights- you'll be glad. This will get you into pistol marksmanship, and is also good for small game hunting once you develop you pistol marksmanship skills. The Heritage revolvers should be less than $150.
After we spent this $800 of yours...
When you can afford it, get a Carry Concealed Permit- you're in a shall issue state, so it's easy enough. This will allow you to carry a handgun concealed for eprsonal protection. Then, buy a compact, defensive firearm.
Then build up your AR as you so desire. I think you should buy as many mags as possible upo front- you never know when the next ban may get implemented. Buy the hi-caps while you can. I prefer C-Products mags, and they are $12.35 per for brand new 30 rounders (get the Magpul follwer version). USA Made in New Britain, CT- the Hardware Capital of the world!
Then, learn that buying guns is addicting, and $800 is a small amount- you'll start accumulating lots of small metal things, and other metal things that come out of them.
Get a blackpowder rifle. Their fun, can be shipped right to yuor door W/O a background check, and are practical hunting implements.
Accumulate a very diverse gun horde- and imagine what the headlines would say if the "black helicopters" ever showed up
