Ideas for a new EDC but with tons of restrictions.

Victorinox Solo or other single-layer alox Swiss Army knife. It doesn't get much less threatening than a SAK.
Case 31048 (delrin) or 61048 slimline trapper, Queen #11 Utility, GEC #48, or Canal Steet Half Moon trapper. Thin and slim. My 31048 is thinner than my Benchmade 940, and nobody would call that knife fat.
 
Fallkniven U1? It's a small, flat slipjoint, with somewhat modern design and very nice blade steel (3G). It seems to fit all your needs.

I found that one too, but I don't know. Not raising any excitement. Maybe if it fancier or cooler scales.

Todd Begg Knive Mini Glimpse Friction Folder with a 3" hollow ground blade of N690 stainless steel. Choice of G10 or CF for handles.

Sick! I love it!!! But it looks way too mean. Handle is perfect, but only if the blade was a bit shorter and less intimidating looking. But otherwise this one really is the best. I'll try to see if he has others or can make one. Thank you.

How about this modern twist on a trad slipjoint by Hiroaki Ohta. Full custom with ironwood handle and carbon fiber liners. Very light an classy with a unique profile.

Not bad, but think I might have a hard time opening it.

How about a friction folder like a Svord mini peasant with some custom scales? Here is one I did a while back.

Too traditional. Was thinking of more modern like CF or G10 etc.
 
they make an opinel "slim", and it looks less traditional, to me, especially if you get it in ebony with inox.
 
How about a high end Higonokami? Very slim. Non locking. And you can get some great laminated steel.

Any SAK and otherwise a Buck Ranger is pretty socially acceptable. Or forget about any of this and start rocking a Cold Steel Espada XL. Just tell people you used to be a Cartel hitman and that some habits die hard.
 
Check out the friction folder by maxmadco. He's does fantastic work and that could be what you are looking for.

If your objection to the Spydie-hole is one-hand opening, you might consider a Spyderco Kiwi 3. I've heard there are some who can open it one-handed, but I can't do it and definitely consider it two-handed opening. For $30 or less, it might be worth a look. Cool little knife!

Now that I think about it, don't think I can do a friction folder. In case you haven't guessed it, I need it to be ok in NYC so I can't have anything that can lock or be wrist flicked open. This most likely also eliminates the Begg. Although a spyderco UKPK is probably fine as long as it's tight.
 
Most friction folders are tight enough that flicking open just doesn't work hence "friction" folder :) And they definitely do not lock, the only thing keeping the blade open is the fact you are holding the back of the blade in place with your hand and nothing else. The Todd Begg friction folder does have a flipper but the tang you hold in place while open hits your hand when you use the flipper stopping the blade at halfway open. You shouldn't have any issues with it being legal, at least I cant think of why it would be illegal.
 
You shouldn't be able to wrist flick a friction folder.

The UKPK is a great knife.

I can attest from personal experience (owning one) that the Ohta friction folder will not flick open, at all, but is still smooth and not difficult to open. I have one with Shosui Takeda's hand forged Aogami Super Steel and it is one of my prized pieces (unfortunately I don't think he does this collaboration anymore)

I also recommend checking out Todd Davison's linerless carbon fiber slipjoints, I have one and it is superb. Incredibly slim and lightweight, not scary at all and a bit modern looking.

My UKPK is wrist flickable from the factory. I checked it out of curiosity and do not make a habit of opening it that way.

I have the Todd Begg Mini Glimpse Friction Folder with Carbon Fiber Smooth Finish. It's slim, narrow, light (2.4 ounces) and unintimidating. It has no locks and is slow to open. However, opening it can be done one-handed. I like that if I had only one useable hand.
 
check out the Spyderco Terzuola Slipit. it has a spydie-hole but cannot be flicked open at all, and it is thin+light with cf scales & a removable clip and good steel and a useful blade shape - here's a pic of mine with some modifications I did, on top of a modded Pingo
