And what about the ones over 18 before the law takes affect??? I say they all get one if they apply in the six months after the law is enacted. We can take over Mexico, fix it up a bit, and flip it to pay for those:p

Well, if you want maximum utility for the most people, it would have to be a Leatherman. Taking cost as a factor, probably a Rebar. That should take care of the knife and general tool needs for 95+% of the population.

I was going to say that your government was going to use your taxes to give knives to non-US citizens. In the spirit of fairness.
 
There's just one catch to being issued your knife. You have to say the Pledge of Allegiance in English and facing the American flag. :D
