Is it normal for a high end knife maker to ship out knives with cold shuts?

Beautiful knife, great lines. I know nothing of the maker, nor do I care.

But in regard to the situation, the notion that they are somehow using real Damascus and that a defect is proof... is crap. Just an attempt to sell you on keeping it.
Essentially they made the knife, found the defect, and hoped you wouldn't care. But was prepared to exchange it in the event you did care. Certainly a case of cutting corners, but we all do it at time so I won't call the kettle black.
They’ve made it right. At least they say they are. I’m going to give them a chance to do so. I’ve got plenty of knives and can wait a few weeks to see how they do. I believe that they are going to go out of their way to give me a knife that they’ve done their very best work on, that’s just my thoughts based on our conversation.
 
Thing is, even if they make things right with you, this is a shop that's letting out knives with defects and making odd excuses and outlandish claims, while charging premium prices. You can buy a knife like this in the Maker's Forums for less. If you're spending $800, it's an investment in the reputation and legacy of the maker.
