Is this “new” knife used?

is it normally cleaned off and this one slipped through or normally left on for some reason?

Normally it's cleaned up, but I've seen it left on before. Back in the late 80's you could almost count on seeing it inside stainless S&W stainless revolvers. Things happen on production lines...

Id be very surprised if you didnt get a restocking fee added to your invoice from Knifecenter. I guarantee the knife you are sending back WILL be sold again and again until it "Sticks", that's how KnifeCenter operates.
This place needs to be investigated John Stossel style..... Too many times, too many stories like this here and on other forums for years now.

I don’t expect a restocking fee, and I would be very upset with that and fight it. I am going to give them the benefit of the doubt and hope this turns out good in the end. But I will be sure to watch for any additional fees.

The resolution to this situation is a full refund of the purchase price. Apparently they did not have any replacements without some sort of issue. I am satisfied with the outcome if not a little disappointed. I am happy that they did not attempt to send another imperfect knife.

Although what you hoped for was a "perfect" version of the knife you originally thought you were getting, Knife Center did step up and make you whole financially. It seems they did the best they could given the situation and now you'll have the means to search elsewhere for the knife you wanted.

I've done a fair amount of business withe Knife Center over the years and have never been dissatisfied with any transaction.

I would not hesitate to purchase from them again. This is the first issue I've had out of many transactions. They corrected it right away and could not have been more professional when I called in to explain my concerns. Stuff happens and they did the right thing in the end.
