(What is the make and model of this knife ?) It is a scrapyard Knives Regulator.a division of Busse Combat; sr101 steel; this particular model is a hollow ground version which is a bit more scarce,and the coating was stripped. They dont come up for sale often its too bad it wasnt a regularly available model. Theres a few other versions of it as well.
