It's a great thing this died in California. If it passed there (the state being more populous than most countries), who knows how far it would have spread.
Most certainly, this proposed bill was done purely for political reasons, not for any real crime-prevention. Some democrat or democrats (I'm assuming) figured he/she/they could get some liberal brownie points by trying some newfangled gun control idea. Because even if it did absolutely nothing (which it would), they can still have the appearance of gun control and public safety initiative. Then climb the political ladder, lather, rinse, repeat.
The Brady bill and AWB did nothing except skyrocket the prices of high-capacity magazines and certain firearms. This proposal would have been even more useless and expensive.
