I don't know what it is. The handle material is solid and one piece per side.
Not a pinned -on shell handle or a build-up of shell handles crimped to apparent pocket knife liners.

remember they all made knives like the Imperial H6/H7 and Utica Sportsman which had solid plastic ( or bone for the Utica) handles like this.

I have seen these before on Ebay, but now that I think about it don't remember ever seeing one with a brand.
The handle shape makes me think it was made by Real-Keen who used this paintbrush shape, and often only an etch but while they did do some non kitchen fillet knives I think I've only seen wood handles aside from some cheap steak knife sets.
 
I've been testing it a bit and so far I've been unimpressed by the performance.
I'm using it on typical light machete tasks though, maybe it's okay at small chopping tasks but it's not so great on weeds and stuff because it's just too short.
I'll have to keep testing till I find it's purpose, there's gotta be something it's good for.
I have been going back and forth on that one since reading about the sale of Ontario. I think I’ll give it a pass. Your review confirms what I suspected. My nine inch blades, BK9 and Skrama 240, are made from much heavier stock, so they chop ok, but as you say, are next to useless in grass. Besides, I just spent the money on a bill hook.

I would definitely say pass.

I did just make a major improvement to mine though
The handle is too wide to move in my hand and I can't get that wrist flick action which really goes a long way to minimize the amount of effort I have to put in with my arm.

I ground off a whole 1/4" towards the blade and about 3/16" towards the back, that has made a huge difference.
the 9" blade is still severely limiting, but it was almost useless before.
I wasn't going to take off that finger stop, but I just liked the looks and it was in the way of the grinding belt so it had to be ground down.

This is the new REK Knives Ember 3.0... with a little inspiration from the late, great Bob Loveless!

The knife features a 3" CPM-MagnaCut blade, with a full flat grind. The handle is where it really starts to get a bit traditional! It features an african blackwood bolster, brass/stainless Loveless fasteners (with the CLASSIC Loveless "smile"), Westinghouse or International Paper green canvas Micarta (from Bob's shop!), and red G10 liners... Because in the words of Mr. Bob Loveless "every woman needs a little red lipstick." 😂 🤣

I never got one of their Julia Child knives. I wonder how long they were making them.
Yeah, too bad. I'll never buy another aircraft component from Servotronics, that's for sure.

Ever since I recovered from my cancer Operation I haven't really been able to wear regular pant with a belt. Combination of putting on too much weight and just too tender to cinch up a belt. So I don't carry sheath knives.
Anyhoo...here are a few.
