Yes, even used motor oil will in theory work. Not recommended, and if you simply take care of your blade (keep it dry, wipe down after using, etc) is not needed.
As for stone, considering you have a $20 budget on a knife, I'll assume you don't got money to just throw out there: good news, a cheap $2-$5 Arkansas stone will work to maintain a useable edge on virtually any cheap knife steel at that price point.
 
They (rightfully) only allow links to dealers who support this site through paid membership, and the big river site doesn't have one. They don't do anything to help keep the lights on in this place. There's plenty of dealers who do though, and many of them carry the... ahem... Mora companion.

Condor makes some blanks that can be had under 20. You could put a handle on it yourself, or use cord to wrap the handle.

In case you were looking for another option.
 
Tell you what, I've got three different knives that don't get rotated in my edc that I picked up just to see how they were. Condor Bushlaw, Condor Kephart, and a Boker Real Steel Bushcrafter. You can look up the specs on them or ask questions here and pick one and I'll send it to you if one works for what you are wanting. Then you can spend your $20 on some croc sticks or other sharpening apparatus. The Bushlaw has a leather sheath, and the Boker has a kydex sheath. The Kephart doesn't have a sheath.

Fit and finish on the Real Steel is on a whole different level, and the lines are all clean and even. Surprisingly good fit and finish at that price point. Everything I've seen from Condor is pretty rough. No contours to either of the Condor handles, pins are solid, but not the most attractive. Grinds are even bit rough.

I have a Realsteel folder and it's quite impressive at its price point. I may pick up one of their fixed blades in the future (I need another like I need a hole in the head).

You can purchase blade blanks for Condor's Kephart, Bushlore and Woodlaw for under $20. You get to put your own wood handles scales on them and end up with a stronger knife than a $20 mora. Blanks are available from Baryonyx and other online sources.
 
I just love the ergonomics on this inexpensive knife. Its just awsome. Its a kitchen knife grade stainless steel, so good for wet outdoors. It is easy to sharpen.

What about this makes it a Mora beater?

I'm not being snarky, really interested to know why you say that. I find the ergos on the Mora companion to be near perfect for my hand.

From the photo, it's ugly compared to the mora, stainless instead of carbon (Morakniv does offer stainless- never used a stainless one though), and what looks to be a less user friendly sheath. Obviously those are just my observations having never held/seen one before, so what are your thoughts?
 
i would not say the pendelton will beat a mora but its a good cheapy, i like the bargain krupps line from cs
there are 2 canadian belt versions in a block in the kitchen yhat are daily users protecting my shuns from the wife
 
I tried the Pendleton Hunter and it's decent for the price. The handle was too small and awkward for me though. The bump at bad of the blade was uncomfortable, and if I choked up above it, my finger sat again the base of the cutting edge. I have big hands though.
