Check out the Knifemakers' Market here on Blade Forums. Amazing custom fixed blades at reasonable prices go up for sale every day, many of them within your specifications. Many (if not most) of the below were purchased from there, directly from the makers:
The Protech Combat Companion might well be one you'd be interested in. The only reason I don't (yet) own one is because I can't find a dealer that has the one I want and is also willing to ship to South Africa. S35vn stainless steel, multiple carry options (including neck) and designed by Walter Brend. Protech makes one mean auto - can't imagine their fixed blades being any less perfect.
The BK11, add scales and you are in business. Not stainless, but high quality and with minimal care will last about forever.
A little mineral oil on the uncoated edge before storage.
The fallkniven F1 is well respected and is stainless.
The one in D2 is interesting. I have handled one in his store and it is a quality knife at a affordable price. The little clip can hook to your belt loop and its there when you need it nd you wont even know it is there. These also require the push of a button in order for the knife to be released from the sheath and that way it can not fall out. I will tell you from handling one that the sheath works and the button must be pushed in order for it to come out so it will not be getting lost any time soon.
