Just in case it wasn't clear, the only difference between the Izula and the Izula II is that the latter has a slightly longer handle and comes with micarta scales. The blade is exactly the same in every other respect. The stainless Izula is the exact same form factor as the Izula (not the II), just in 440C rather than 1095.
I don't find the coating to be any kind of hindrance, personally, but as others have pointed out, it's easy to strip if you don't like it. That's my recommendation, if you can budget it.
The EK&T Companion is my current choice, but unfortunately, you wouldn't be getting one for a while anyway. Check out the CRKT Minimalist line, and the SPEWnot the best steel, but definitely good enough to try out. If you're into slightly more exotic designs, CRKT also has the Obake, Achi, Akari, and probably a few more.
On your budget, your best bet is to look at "neck knives" and just carry in whatever configuration suits you. A Tek-Lok or G-Clip will be your friend.
