Modern gentleman's folder

It's under your budget, but personally, speaking about gentleman folders, i was pleasently surprised by the looks of the Kershaw injection 3.0, very smooth g10 btw, so no problem for your pockets...
 
Generally I feel gentleman's folders should be relatively sleek, slim, and lightweight.
Why not just an elegant slipjoint? The A.G. Russell small titanium folders are worth a look and their traditional designs, while made in China of relatively inexpensive materials have pretty decent fit and finish. For larger options consider a slim Opinel and the Enzo Pk70. Kershaw used to have a nice lockback with polished G10. CRKT has some Centofante designs that might interest you.

Any number of traditional folders would fit your needs. I like the look of the Kershaw Shun Higonokami (often listed as folding steak knife). Rough Rider and various other Chinese knife companies have decent designs and the materials, while synthetic copies of natural materials like pearl or tortoise-shell, do look quite nice. Muskrat, Peanut, Doctor, and Barlow are popular patterns.

One-handed: Spyderco Cricket, Spin, Chapparal, Air. Pretty much anything Mcusta. Benchmade has some Nakamura designs I find appealing. Enzo Birk 75.
 
I did not think of it before, but the Lion Steel Opera might be just what you are looking for. It carries deep and is about 7 bucks more than your budget.

It's a framelock with a single carbon fibre scale. It doesn't have a pocket clip.

They were discontinued, but there are still a few on eBay.
 
Soon as I read this I thought Leek or Scallion! I carry the Rainbow Scallion a lot to Church.
 
A little above your budget but I highly recommend the Spyderco Sage II titanium for your needs.
 
I would say the ZT 0770cf if you were willing to fork another $75. But since you said $75 i'd say the ripple or eros. I have the ripple and it is very smooth. I love it! But the ZT has a deep pocket clip and if you deassist once its broken in its nice and smooth.
 
LionSteel Opera. No clip, leather sheath, has a leather lanyard. $79~ for mine with cocobolo scales. Not a one hand opener, a true "gentleman's" knife.
 
The ultimate would be something from William Henry. The Leek is an excellent choice though.

I agree the William Henry knives are gorgeous, the E6 is priced fairly reasonable and would like slick with a suit. Kershaw Skyline CF or maybe the Benchmade 707 aren't too bad either.
 
I'd have to say the Buck Vantage Rosewood for under $40, but it has a 3.25" blade. I love the deep carry pocket clip on these.

Boker Plus has several knives that would meet your requirements of gentlman's folder under $75. Off the top of my head - the 3000 lightweight series comes in several different flavors - I have the maple burl version and love it. I've also seen it in Cocobolo and it's very nice as well.

There is the Exskelibur I and II, and the gent I and II (damascus versions of these are available may be a bit over your budget).

The CRKT swindle is also a lovely gentleman's flipper - I have the fluted version with Acuto+ steel and it's sweet. They also have the Carson M4-02 assisted LAWK series in stag and a couple of different wood choices.

I'll carry the Kershaw Leek in "black chrome" I forgot what the model number is. Like you said, the tip up carry does stick out a lot. My other suit knife is the Spyderco Sage 1, carbon fiber and wire clip go great with a suit, I got mine used for $80.
 
For just a little more (about $100) you can get a carbon fiber spyderco chaparral. Deep carry wire clip that can be removed if you would like, and it's very light. S30v steel and nice lockback design with good fit and finish.
