The quote is actually from another of Whitaker's lesser known movies, Ripple Effect. The quote has been paraphrased in other movies. Shamir (Don Cheadle) used a version of it in Traitor but no Oscar for Don (although he desrved one for Hotel Rwanda IMO)

Hotel Rwanda was a great movie IMHO Java and I also think Cheadle should have won an Oscar for his role in that movie.
