My Budget is $60 to $70 Suggest and EDC one condition No Liner Lock

The buck 110 is a decent traditional lock-back within your price range (not direct from their site but if you look through amazon or something). I personally feel the retail on it is overpriced for what it is. If you get it cheap enough you can also probably get a Kwik thumb stud for it, and still be well within your price range.
 
The Buck 110 is a very good Knife but carry in the pocket is a little on the heavy side compared to the weight of a Delica clipped in your pocket.! I don't like to knock the 110 as I do like them very much but not for everyday carry if you are looking for comfort & weight.!**
 
If worried about tip breakage on the Delica get the saber grind. That's what I did.
 
Considering you opted for the 3.75" Gerber Decree, (which you found too big for your edc wants and needs)

I would strongly urge against a Spyderco Delica at less the 3" in the blade (2.5" cutting edge), because most likely you will find it too small... The name Delica says it all, as it is a more delicate cutting tool, reminds of an exacto knife on steroids! No, seriously...

If you want to drink the Spyderco koolaid, and I have no issues if you do, they are very quality built knives, opt for the Endura, as a tweener between the Delica and and Decree (size wise)... It is virtually a large delica; you don't want to be goldilocks here and go too hot, too cold, and then have to seek a just right option...

The Centofante III is a wee bit bigger then the Delica also, with a much better overall design (thank you Frank), and all the same sliciness as a Delica, more blade, more handle, same Steel, same weight... Only real draw back is you can't buy it in pink, (or blue, purple, etc).
It's the only Spyderco I keep thinking about buying....

The OP wanted a smaller knife, yet I see lots of recommendations for large and/or heavy knives, like Enduras and 110's. Is this a reading comprehension fail, or have we entered bizarro world, where a folder that weighs 8 ounces is "small?"

Actually after looking them up, the Endura and Decree are roughly the same size... And oz diffence in weight, but...

Still thing taking almost a whole inch away (Delica) will be too small... I think so...

I still stand by the Centofante though... As "just right,"

When purchased new they come with a vinyl carry case. I don't like vinyl personally (I prefer Kydex or Leather). But I believe the case is made to go on belt. I don't do clips (even for on belt carry cases) or pocketing either. If your not one to use an on belt carry case then I'd agree that the 110 may have a bit much heft for comfort concerns. On belt it shouldn't really be noticeable though, (especially if you balance them out with other cases like for a flashlight or cell phone).
 
I recommended the Delica and stick by that (about $61). However, the Native LW with S35VN steel is a nice alternative (not as slim, about $77).
 
I vote for Delica if your a shorter blade guy, Endura if your a longer blade guy. That's the most bang for your buck if you use all your available budget, IMHO.
