Need help finding a rescue knife with to my specs...

Are there any tactical or self defense knives that also have the razor attachment for seat belt cutting? And a glass breaker, or maybe with an angled pommel that can be used to break glass?

Honestly, I think you're probably asking too much. A rescue knife is a mission specific tool, with its design tailored around victim extrication, and removal of clothing for immediate medical care and stabilization.

A knife that is "tactical" is built for fighting, which is a totally different mission.

A tanto blade is great at stabbing things, but you're asking for it as a general purpose shape but for things that probably don't involve much stabbing at all. But you're also asking for a strap cutter to be used on zip ties. They're different media to cut and would not likely use the same tool. And for that matter, if you have a knife, the blade of the knife is the superior tool for the zip tie anyway.

My advice would be to make a list of the tasks you're actually going to do with this knife, and then decide which features are really what you're looking for to suit the need.

I've been carrying the Kershaw Funxion EMT for many years as my EDC. I am very motivated to get a higher quality, USA made knife but I'm having a hard time finding what I'm looking for. I've seen some knives that are close like

Trauma First Response Tool: 3.4" Sheepsfoot Blade (Partially Serrated) - Black Cerakote Finish, Solid Black G10 Frame

I need a knife with these specs:
Smaller/short in general
tanto style blade
partial serration
spring assisted or auto
glass breaker
razor cutter

I greatly appreciate any guidance. Budget is not a factor in this for me.
I don't know of any that combine all the features you are looking for. I had an older Funxion EMT and it was decent, but I also desired to move on to nicer USA/made knives. I have a Benchmade Outlast that has since been discontinued. It had both a plain edge drop point blade in S30V and a flat point serrated blade in 3V, plus a cardide glass breaker and 440C cutting hook. It was a close to a do all knife that I found. I could use the drop point for all purpose use, and potentially self defense if needed, but it doesn't scream tactical.

The Benchmade Tactical Triage would be the closest replacement with a single blade. Both of them are manual, but Axis lock knives deploy fast and reliably enough for me to forgo spring assist. I tend to only carry something that heavy at work. The Triage is available as an auto, but I have only handled the manual version.

Off duty I usually go with something lighter that can be a lot of different things, but one option is the Benchmade Bailout 537 GY-1 (CPM M4 version with glass breaker). It has the tanto point you are looking for, but again manual Axis lock. I keep something like a Leatherman Raptor in my vehicle to complement it.

I assume it will also see use in the kitchen. Chopper, tactical peanut butter spreader, and of course, slicing garlic so thin that it liquifies in the oil, just like Paulie.
Did you take care of that annoying skinny guard?

Oh, it has to be able to go through, then immobilize Luca Brasi's hand.

People are overlooking that the OP said he is not rescuing anybody. The only aspects of a rescue knife that he is asking for are the seatbelt cutter and the glass breaker.

I don't think we're overlooking that. We all realize that's what he is asking. But also, it sounds like the OP is trying to use a specialized tool as an all-purpose tool, which tends not to work out well.

Thank you everyone. I really appreciate your guidance and input. I'm rethinking my criteria and I'm wondering if I need to divide this into two things to carry? If I get a auto knife with a sharp edge for opening boxes, then maybe I should get a separate belt cutter/glass breaker combo unit. I'm realizing that I have never actually used the serrated part of my current EDC and also the tanto was for looks/style and box opening. But, maybe I should get these?

Overall, the Benchmade Triage tactical is the closest to my original specs, but I'm rethinking the size/bulk and the features that I use. I have used a glass breaker on my Kershaw Funxion, so I'd like to find something with a pointed pommel also.

Or, I'm thinking of the Benchmade Immunity Auto, but I don't think that's technically available yet.

Some BM Bailouts have glass breakers and they are slimm carry knives, keep an eye on the exchange here

I realize what I'm drawn to is a Wharncliffe blade. So, I was thinking the Benchmade Auto Immunity but I'm hearing that a lot of people are leaving that company due to pricing and political things. Any truth to that? Also, any thoughts on the Hogue Deka as an alternative?
