new fixed blade profiling

Send it back and get a decent sharpening setup and teach yourself. It sounds like you want to learn, right?
working on a beginner sharpening stone whether or not i send it back. i made another thread about it and was recommended a combo arctic fox stone to start with so thats what im going with

I'll post a variety of knives that I've purchased from makers here... if anything catches your eye, I'll tell you who made it.
Edited to ask: Actually, before I do that, what's the most you're willing to spend? Sorry to ask; but it will help keep things realistic

My personal opinion is that a knife should come SHARP from a maker.
End of story.
Personally I make sure my knives will shave and slice phone book paper before leaving my shop. I dont normally do mirror edges, As it takes too long.

If you arent satisfied with that blade you could return it to the maker. But I think a full refund is a bit extreme, he should offer to resharpen it. CPM 154 is relatively easy to grind, and sharpen. And it takes a nice finish. Or you could see if any makers here would regrind and resharpen it for you.
Maybe take it to full flat, or thin the convex out.

A quick example of a full convex, before heat treatment.
Convex grinds should cut very well, and be strong. Screenshot_20190507-065715_Gallery.jpg

thats where the problem usually comes in as my budget is around $165 so about $150 + shipping

I agree with Colin (Shannon Steel Labs), all knives leaving my shop will also slice paper, (don't know where you are finding phone books though, ain't seen one in years) and have before they are shipped. Small group to be sharpened.

I expect each knife to make three slices without any drag or ripping:

If any drag or ripping they are resharpened:
