whats the price range, I'd say get CRK mnandi, they are top notch quality, and no one will ever accuse you of carrying a weapon, I think its legal in all 50 states, and its an elegant work of art backed up buy high quality.
 
I favor the smaller sodbusters. They are studier than SAKs but still inoffensive. Case and Queen both make good ones. Boker Plus offers one with a lockback if you want that feature.

Two other excellent choices come from AG Russell, the three inch titanium lockback and their Funny Folder.
 
The Fallkniven TK3 is a good knife, as is the TK4.
For a non-threatening knife in a "civilized" environment, I'd take a look at some of the Moki knives. They are more "peaceful" looking than the very nice Mcustas. The Mcustas are very pretty.
I would not consider anything with a blade larger than 2 3/4" - and depending on the environment, 2 1/2" might be more appropriate.
If you want good steel, VG10 and 154cm are widely available and will keep an edge longer than the softer steel you get in Swiss Army knives (only RC 55-56). I do have a Moki Glory that uses AUS8, but it has been in a drawer more than my pocket. I'd expect it to take and hold an edge better than Victorinox stainless.

This is my top recommendation. Other great Vic. models include: Alox Bantam, Small (84mm) Tinker, and the Tourist (also 84mm). What these models share in common is a blade that's just less than 2 and 1/2" long and therefore legal virtually everywhere, including federal buildings.
 
if it's "non-threatening, sheeple friendly" you're after: +1 on a SAK or some kind of pliers based multitool.

Lol jk. Seriously though even a sheeple person shouldn't be afraid of a blue-handled Griptilian 556 or a brightly colored Delica 4 FFG. If they are, I feel sorry that they constantly live in fear.
 
I know where you are comming from. Anytime I pull my Strider AR, 630BK-503Skirmish or ZT0300-USN people freak out! To me it seems that any blade with a black or triger stripe finish scares the crap out of people. A Sebenza is pretty non threatening looking even the large ones.
 
I'd suggest a SAK like everyone else. Find a size and tool loadout you like, and maybe some custom scales.

Also consider the Opinel folder, and the Spyderco Kiwi. I got one two days back. It's excellent for your purposes, and if you're used to carrying a one-hander it will still fit right in.
 
I go the small sebenza route.

If I have to open it in front of sheeple, I take a few steps to make it seem less threatening. Open and close it with both hands. In more "civil" environments I carry it in the calfskin pouch in my pocket, and not clipped. And no fast movements :-P
 
Here are 3 knives that i recommend, with the SAK being most sheeple friendly.

SAK recruit, Fallkniven TK4 and the Boker Ekskelibur. All are excellent knives.

A Fallkniven FH9,have a look at it! It has the "old-fashioned nail nicks" and it is strong with laminated 3G steel blade.
Expensive but a perfect EDC.
