I've never encountered that phrase before. Having read it a second time, more slowly, I can now understand it to mean an Australian equivalent of our American Legion or Veterans of Foreign Wars, but that's not what I read the first time through....an hour or two in the local ex-services club

The equivalent of your American Legion would probably be what we call the Returned Services League. Organisation to look after the welfare of veterans and we also have another organisation called Legacy which exists to look after the families of deceased veterans.
Anyway, RSL Clubs or the associated ex-services clubs exist in almost every town in Oz and provided a range of services for veterans and the local communities.
