(NYC) Caught a misdemeanor

In looking through the statute listed, I only see language pertaining to blades longer than 4". There is no mention of locking or non-locking or did I miss something?

somewhere in the NYC law, it does say that locking knives are illegal...

The one and only place it says that locking knives are illegal in the NYC Admin Code section 10-134, but that only relates to the sale of locking folders with over a 4" blade. Locking folders themselves are not illegal, unless they can be considered gravity knives.
