Overseas and Paypal

I am no Paypal expert so I thought I would ask here.I have an overseas buyer that wants to purchase 2 knives from me and wants to use Paypal for the payment.I the past when I've taken Paypal via overseas there was always extra additional charges. Don't quite remember what they were, but more than just the standard Paypal fees.Has Paypal done away with the extra fees and gone with a flat rate now?Also,what are the ins and outs as far as getting paid via Paypal and shipping overseas? What I mean is I'll have a receipt that I shipped it but I am not able to get insurance on Priority Mail International.
 
Can't help you with the PayPal end, been too long since I sold anything overseas, but I can suggest that Express Mail International is worth the extra money if you're shipping an item of significant value. You and the recipient can track it, and you can insure it.

Paypal is so tilted in favor of buyers who complain (in good faith or in bad faith), and their shipping requirements are so tough if the shipper/seller wants to avoid being the victim of payment reversals back to the buyer, that I would not ship without both tracking and proof of delivery. I think that both are available for medium and large GPM boxes, but not for the small box. Seller beware, in this case. :(
 
You can get insurance for any type of USPS service
PayPal will give you seller protection only if you send it "signature required" and somebody at PayPal verified address will sign for the parcel
PayPal "gift" is the best option if you ship over the pond
 
4% is the fee for cross border payments

They will not confirm most addresses on international. Some countries have confirmed addresses. The biggest problem is chargebacks for "unauthorized use"

Make sure that you know the person who you are dealing with. Sometimes, it is very difficult in proving delivery on international and the get card numbers and ship to a different address. Use the more expensive shipping and get a signature confirmation.

USPS International Priority flat rate is inexpensive and will not always show tracking. You also cannot insure the flat rate boxes.
 
Yes, 4 % is pretty consistent with my experience of having sold things to other countries with payment by PayPal. That and maybe a few pennies (well, cents) but close enough.

The verified address thing is a little strange for non-US users. I don't have a verified address, nobody I've shipped things to (in the EU countries) has had a verified address. If there was a case of dispute I have no idea how it would be handled.
