How do you reopen a post after you've closed it?

Up top there is a spot that say "Administrative" next to thread tools if you started the thread. You can click that and hit open thread...Only if you started it of course

If I remember correctly, I've gotten 998, 999, 1001, 1002, and now 1003. I've collected all consecutive numbers EXCEPT FOR 1000
