Paypal dispute?

I sent a knife overseas after the buyer paid me for the knife through PP. Part of the deal was that he would cover any actual additional shipping over $15 USD, and that I would let him know that exact additional amount after the knife went out. I have his e-mail stating that he agrees and understands this. Well, sure enough, the knife gets sent out, he owes me a little over $14 extra, and now he is completely unresponsive to visitor messages, e-mails, etc. I know he has been here multiple times and is clearly ignoring me. Of course, I have the receipt and can prove my actual shipping cost. Is this something that PP might be able to do something about if I open a dispute?
 
Why ask us, ask PayPal. I might guess they won't help. You should have hit him with your best estimate of shipping charges and left it at that.
 
If I was you --- I would start posting and nameing names --- funny how sometimes a little SHAME will make that person do the right thing.
 
Oh, that will be next, trust me. I am going to wait until this evening though before doing so. I want him to avail himself of every opportunity to make this right.

Esav, I did contact PP by phone this am. I was looking for a quick answer hoping to find it here, but it turns out that I was able to contact PP by phone and get a quick answer there. It turns out that you are correct in that she said that I can't even actually open up a dispute through PP since I did receive a payment, but she did suggest something else that I'd like to run by you. I will send you a PM on that.
 
Pay pal most likely will not help as the extra shipping is a matter between the two of you.
I would name names.
 
Well, it seems as though this thread may have had an impact on the buyer. Thankfully, he acquiesced and paid the additional postage. As such, I'm locking this one down.
