Please define a "Sheath Knife" for me

Well, it sounds like they are talking about an out-the-front switchblade, but there was the Tekna back in the 80's. I have one kicking around the house somewhere--when you push the button the plastic sheath retracts into the handle exposing the blade. Kind of stupid, but as a teenager back then, I HAD to have one.

at least someone has heard of what they mean.

but why such things aren't just classified as "Switchblades" is beyond me.

Well, to clarify, I've never personally heard Out The Front knives called "sheath" knives but the description you provided certainly describes them--push the button once and the blade shoots out the front of the knife, press it again and it retracts (I understand some models require one to manually retract the blade).

Good luck trying to fight The Powers That Be!
