Please recommend small fixed blade for 10yr old Scout

I highly recommend the BK14 or 24 if you'd rather D2 over 1095. It'll be right about the perfect size. Perfect size blade for just about any use. Great size handle for smaller hands, yet big enough to where he could still use it as he grows up. I would suggest adding handle scales to it. My preference are TKC g10 scales, but they're about $40 or so. Absolutely worth it, but maybe not at first. There's g10 scales somewhere around 10-$15, I don't recall where I've seen them. And also the black and orange grivory scales that I believe are around the same price, maybe a little less.

Anything around that size will work though.

This is coming from a 5'3"(on a good day) adult.

The factory Grivory/Zytel scales cost ~$15, and you get both the orange and the black for that price.
 
At that age get him a simple mora with a hand guard!. With that he can learn how to sharpen it, whittle, carve, dig and what not little boys try to do with a knife. Moras are go to knives for a lot of Inuit and Dene hunters in the North West Territories. With it they do walrus, polar bears, seals, caribou, dressing, skinning, butchering. It is an amazing good performer, specially for the price
At that young age you like to test the limits what you can do with a knife. I found out that throwing it into the ground or into a tree or sawing through electric wire is not a very good idea.
With a Mora little investment is lost in good lessons learned.
When you figure out he has learned to appreciate a nice knife, you can get him a nice one.
 
After Mora, learning to sharpen and take care of it, try any of the LT Wright knives, especially Patriot, Coyote, or Great Plainsman.
 
Any of the mora's would suit your needs as would an ESSE 4 (quite a bit nicer) but if you really want something that works great and will be something that he'll want to keep for years to come, take a look at Wilder Forge Neckers <-- Link to review
 
Esee 3 would be a great knife. My 10 year old daughter regularly steels my Esee Azula 2 when we're are camping or hunting. Teach them how to properly handle and care for a good tool, and it will be a valuable life skill.
