When filing a Postal claim for a lost item, it is still generally agreed that the seller is reponsible for filing the claim and collecting the insurance, yes?

Also, will Pay-pal refund the purchase price if it shows that the seller shipped the item, but it was never delivered?

The Sender (ie person who goes to the PO and pays to Mail the package which must include Insrance against loss) is the person who files a claim for the loss. I believe the claim cannot be filed until the item has been missing for 21 days but this may have changed. This is always the case for those using USPS.

Once the Claim has been filed it could take several weeks (and investigation by the PO) before the claim will be paid - again to the Sender.

There is also an accompanying fee at time of filing. Making a claim for lost or damage products is easy. But actually collecting from the P.O. may not always be. The product in question must be shown of declared value. Either by original purchase receipt or a retail publication of some media form to show said products value. Additionally, a depreciation of value may be applied! I do not know how that would be arbitrated if it comes to it.

I believe that it is generally agreed here that the seller/sender should first make the buyer whole in the event of a lost package, and then pursue a claim against the shipper.
 
Paypal is going to hold the seller responsible for getting the package to the buyer. If delivery confirmation shows the package to have not been delivered, then the seller is responsible. The only way they can do this is by taking the money out of your Paypal account.
The postal service does not charge fees to file an insurance claim on a lost package. You just have to wait I believe 21 days to make sure it doesn't turn up. Then you file and have to have proof of the value of lost item. This can be a invoice, even printed off the computer. You will need something showing value, without it you won't get your money. After 4 to 6 weeks they will issue you a refund and even refund the postage you payed to mail the lost item. (all you won't get back is the insurance fee) It's not difficult to file and the worst thing is it takes 6 weeks or so before you have a check in hand. Insurance is your only recourse to recover your loss when selling on Ebay now, as they have the buyer protected and don't care if you purchase it or not. They removed the option to offer it to the buyer when selling separately. So, yes I put it on anything that I sell for my protection not the buyer.
 
How long should the Seller wait before giving the Refund to the Buyer for a lost package?

The one time a knife I sent to a member here was lost, I asked him to wait until the 21 days was up (while the post office investigated and tried to find the lost package) Then when I was able to file claim, I sent his trade back to him at my expense. He agreed to this and I was in contact with him until his knife was back in his hands.
 
You have to be a little careful, as these recommendations only work with honest parties.... I once shipped an insured package and the buyer said he never received it (as it was not scanned delivered). So the paperwork was filed and I issued him a full refund. But the first thing the USPS does is send the paperwork to the buyer for confirmation and signature. Since it would be mail fraud to sign it after receiving the package, the buyer wouldn't sign it. Thus the claim was canceled by the USPS. My postmaster found the carrier that said he remembered delivering it into the buyers hands but his scanner had been broken for a few days (and the buyer knew it).

This is not something that happened here, but just an example how you can be shafted in the rare event you are not dealing with a straight up buyer. This scam is very easy internationally with the lower cost solutions, because you can never verify anything was delivered and paypal will always refund if you can't prove delivery.
