Yes, I am one lucky bastard! Currently looking at either the Nocturnal SE-1 or the Dendra Tiger Jump. The Tiger Jump is only $200, which is well under my price ceiling. However, that SE-1 looks like a hoss of a blade.
 
I've never handled one (I had never even heard of them before now) but those nocturnals look quite uncomfortable. Large though.

I would suggest a ZT 0300 from my own personal experiences. Not sure on the measurements right now, but it's a healthy size.
 
Hinderer XM-18 is the overall best overbuilt folder I know of. When looking at this type of knife the scales and blade material is almost always impressive. It is time to look at nuts and bolts and the way they are used that matters most.
 
Hey guys, I need your help finding the perfect "overbuilt" folder for me.

Here are the specs I'm looking for.

Blade thickness ≥ .20"

Handle thickness ≥ .60"

Blade length of at least 3". Preferably close to 4" than 3". 4"+ is great too.

Framelock

≤$700

I don't want this to be a custom per se. I want it to be something that I decide on and can order the next day. No two year waiting lists for me!

By considering lightly used the market opens up a bit. I was under your limit on this one even though MSRP would be over. It meets all your criteria, and I personally am very well pleased with it. I particularly like the ergo's and the multiple gripping positions it offers.

I think the Benchmade Adamas folder would be a good place to start, here

It's super tough, backed by Benchmade warranty, and can be had for under $200

and it comes with a nice Molle sheath
