The US does not have the same kind of "anti-recycling" laws that the UK does as far as retasking otherwise legal materials, but you do have to be really careful. The powers that be have a tendency to assume that you are a lawbreaker when it comes to stuff like this. The "display" cases at Concourse E in the Atlanta Airport are filled with items that are clearly illegal under any circumstance, but they also contain MANY otherwise legal items where the violation was one involving paperwork or failure to declare. The aforementioned Master Smith was Rodrigo Sfreddo and, IIRC, the ivory in question was ancient walrus which, of course, is a CITES protected critter. He had purchased the ivory the previous year at Blade and they allowed him to pry the scales off rather than confiscating the knife, but they were probably being nice to him by their standards.
