Robust 3" Folder

I've heard about a paramilitary 2, is it a long way off?

It's another knife that you'll be keeping at home as it's slightly longer than the first version. Or at least I had the impression (I was able to fondle a prototype at Spyderco's Amsterdam meeting). I once read somewhere that it could come at the end of the year - but I don't know how truthful that rumor is.
Anyway the current PM is already very good.
 
I would also suggest a small Sebenza. They are a very tough small folder.
 
I agree with getting a small Sebenza. I would also suggest a Strider PT as well. That is a tough little knife
 
Here is a spyderco sage. The blade is exactly 3" with G10 handles and a CPMs30v blade that is flat gound. It is light weight and locks up tighter than alcatraz.

I am also a ham handed person and I carried a Spyderco Captain for several months and really liked it. The blade shade isn't for everyone but I can attest this little knife is a tank. Held up to everything I put it through!! I'm pretty sure it's within your 3" blade limit.
 
Sebenza and PTs are good as well as XM18s. You could also get a Galyean Pro Series or a full custom.

The small Seb 21 seems to be the one that goes in my pocket most days.
I've tried tons of other great knives, but the small 21 is a jewel.
It's also the only knife I have that aligns perfectly when I disassemble, clean and reassemble it. All of my other blades have to be fidgeted with to get the blade centered - can be a total pain in the arse.
I love all knives... it appears I love the small 21 a bit more than most for EDC purposes. I've been putting it through some pretty good workouts lately and it performs beautifully.
 
I say Small sebenza 21. any concerns with the handle being too small shouldn't worry you.

I was a little reluctant before getting one, as i was used to carrying larger blades, and i've got larger hands. then i bought a SRM 710 for $10 just to see if i could handle the size. it turns out that that size is actually perfect, handle and blade wise.

Even after i bought my 21, i felt a little disappointed at the size. now that i've had it for a few days it's beginning to feel more and more perfect (if that's possible) the handle is the perfect size for my hands, and i could see it fitting comfortably in someone with even larger hands.

Not to mention, it's in your price range; they don't come much more robust and comfortable to open/close, it's built like a tank, you'll want to keep it forever, and it'll last forever (or so it seems).

Discussions about ignoring or circumventing existing knife laws have no place on this or any other internet knife forum. Knife (weapons) laws are nothing to muck around with. I am sure a mod will be around shortly to expand on my $0.02, but for now please keep the discussion restricted to knives pertaining to the OP's original query, i.e. knives of legal carry length in Rhode Island (under 3" blade, measured from where handle ends, not where the sharpened end begins).

I have to agree, the man clearly asked for a 3" blade...
