I have two for-true Bokers, and one I consider of the "Family"-- a Russell-branded razor barlow whose blade is stamped SOLINGEN GERMANY and whose construction is more-than-similar to that of the Boker-branded barlow (readily apparent in-hand). I don't know whether the Russell was produced by Boker, or both were made by a third entity, but they are definitely of an ilk.

The Russell's tolerances are tighter/smoother than the true Boker's, but both are fine pieces and I enjoy them each for different reasons. The wee congress, with its tiny slim blades, is my only one of its kind and a sweet little thing indeed.
