I'm very sorry to hear of the bad situation you and your family were involved in. As many of the others, my dogs are like my children and I would defend them with my own life. Luckily for me, my Akita is a certified Search and Rescue Dog. Laws protect her and I in the event that I have to protect her against such attacks.
I would strongly discourage attempts by anyone to retaliate against a dog by tainting food or distributing toxic substances in or near the area where a possible viscious dog lives. Keep in mind, innocent animals may get loose and come upon these items. Such an event happened a few years ago and the mother of my dog was killed.
Your best bet in my personal opinion is to follow your before mentioned course of action and speak with your prosecuting attorney. Be sure to discuss your concern about the owner and his reputation of being involved with illegal activity.

My thoughts exactly! Monday we have another engagement with the prosecutor. This will be my argument.The reason these drug dealers have attack dogs is that they are legal for them to have (even if they are on felony parole) while a gun will put them back in the pokey, also it takes no skill to operate a canine weapon. In New York State owning a pistol requires a background check and a license. An attack dog is much more likely to cause public harm than a pistol, I think that there should be the same licensing requirements for Pitbulls, and Rotweilers. An attack breed dog that is going after people or animals not on it's owners property needs to be shot, pure and simple.

Last time I looked into the statistics, yellow labs bite more than pits. I've never seen a breed more human-friendly; they weren't called "the nanny dog" for nothing. The dog aggression is a result of bad training.
