Should I file a PayPal claim?

I commissioned a guy for a custom without looking him up first (stupid me).

He promised me a flipper, and the knife I received technically has a flipper tab, but the action is so poor that you can’t actually open the blade with it. It’s got a terrible detent and is generally just crap quality. It’s also ridiculously heavy - clearly this dude lied about his knifemaking skills.

Plus, he lied about being overseas, used someone else’s PayPal account, and I found out he’s been kicked out of some knife forums for scammy behavior. I feel pretty icky about the whole deal. I paid with G&S and I’m considering filing a claim with PayPal, but I don’t want to get banned for TOS violation since I bought a knife.

Should I proceed and try to recoup my funds, or just write it off and chalk it up to my own stupidity?

PayPal is kind of in the doghouse these days so I don't know how much of a loss it would be to you, but I hate feeling like I was scammed. If it was a significant sum I would for sure file. Even if they close your account it seems like they should have to refund your money since you essentially paid for a service and didn't get what you paid for. Or if you paid PP through a credit card you could always contest the charges through them.
 
1. Have you tried dealing with the maker. From the sound of it you likely won't get anywhere, but you should at least go through the motions to be fair.
2. If PP bans you for making a claim good ridunce. But hopefully that would not be the case.

In anything you write to paypal perhaps denote yourself as a "collector". I haven't dealt with them for quite a while as far as filing a claim goes, but I (long ago) did, and received a refund (iirc it was for a LCC D/A). Also consider filing a claim with your credit card company, but you likely will need to attempt to remedy it with the maker first (as suggested above.).
 
i would go ahead & file thru pay pal & let them get your money back to you. i can’t remember the exact wording, but their tos only bans the sale of certain categories of knives, such as switchblades, and not a blanket ban on all knives.

Contact the maker and ask for a refund letting him know that if he does not agree your next action will be to file a claim.

Document everything. When you ship, do it only to the address in the system and with signature confirmation.

Last, name him to help the rest of us.

Yeah - I’ve asked the maker for a refund - he’s not inclined to provide one. He said he’d make a replacement, but I have no interest in another knife from him.

It was on a Facebook forum - he goes by the name Richard Nelson.

 
Judging by the pics it sort of looks like one of those Pakistani “custom” makers that spam knife communities.

Edited to add: That thing looks like it must weigh 3 pounds. It’s a chonky boy for sure.

well as far as commissioned custom work goes for a folding knife, that is a very low price which is a red flag. Full custom traditionals can be $600-$2,000 or more… and being a flipper folding knife adds more complexity. I hope you get your money back.. but I wouldn’t bet on it. That knife looks like it came off the table at a bazaar in Kabul and I’m betting the seller/maker are only concerned with money coming in, not money going back out.
