Silver plumbing solder for pin stock?

Ok ... this came up for me in another discussion. HOW (for a newbe) do you create a tapered hole? A step drill???

No nothing like that. I often take a round tapered micro file and hand turn it into the hole about .040" taper.
You can also use a 10 degree die grinder bit.
 
I was just using one of these tapered rotary files they got for Dremel tools, but I only go a 1/4" deep with the bit to taper the hole.

I do same way , if I use 3mm pins I drill 3mm hole .I never understood why someone recommended large hole ??????????

3mm fits a 3mm hole, yes, but a 1mm pin does not fit a 1mm hole. Up to 2mm I drill 0,05 mm larger, that is enough.
 
Tapered holes are made with tapered reamers. They make exact size perfectly round holes.
That tapered burr in the above photo is for enlarging holes, not for tapering them.
