I worked in power company distribution operations and supervised line crews for several years and later was responsible for construction standards.
I can't imagine why a power company would put something like that there. If they did, they would have no legitimate recourse if you took it down.
If there were projectile holes in the tree I would suspect that it was used to support a cardboard backing for either firearm or bow targets, but you don't mention any signs of that.
I agree - pull them down and post another sign where it lived.
If that doesn't send a strong enough signal you might have bigger fish to fry.
While I'm pretty sure you are using sarcasm and dont actually suggest using these particular signs I feel the need to tell this story that was told to my parents from a police officer instructing their ccw class:
Apperently a man had signs like these outside his home. A man did break in and hit the homeowner in the head with a tire iron. The home owner got up and shot the intruder dead. The homeowner is serving 30 years because they claimed with these signs he was looking for a fight.

It looks to me that the power boys put it up there to wrap some wire or something. There is way too many nails in it for a fleshing board or something to do with hunting. Unless someone just does not know that 1 16 penny will hold like 200 pds. But you boys up north do stuff different than we do down here but I have been to a lot of hunting camps from Ontario Canada to Deep south Ala and have never seen anything like that to hang deer.
