Strongest , toughest , fastest folder @ 150$ max

I have a Tops/buck CSAR-T and it is absolutly the toughest folder I have ever handled. This is one strong puppy.

I'll second that comment, it is a beast. Fast too, blade will flick out with minimal wrist movement. Triad locks from CS also is super strong.

There's no folder faster than a Spyderco Endura Wave or a Emerson CQC-8, CQC-13, CQC-15.
Emersons knives are famous in the strength\toughness department.
The Endura is adecuate in that department too.
ZT 0500 is a nice folder too.
 
The fastest folder I've seen is the new Cold Steel AK47 (it's very aggressively waved) . It's at least as tough & strong as their Lawman (see the Demko video) too, having the same overbuilt lock & being made of the same materials. Not sure if it'll meet all your criteria but it hits those 3 perfectly.
 
Some of these knives shown are real winners no doubt. For me, I would have to also second the CSAR-T. To meet your request it has:
- Incredibly strong lock up.
- Extra thick liner lock.

- Opens quickly.
- Very Thick 3.5" ATS-34 Blade with a hollow grind Tanto that I get easily down to 20 degrees on my sharpmaker. (going to try 30 next time).
