Check out the CRKT Drifter. Great little knife for about 20$ and if your willing to spend a few bucks more you can get the framelock version instead of the liner lock G10.
Ka-Bar Dozier folder. I love those knives. I've got one in each vehicle and a couple around the house.

i dont mind where it comes from, and ill look but im not sure where you find those knives at thats y i havent gotten any. Im not a long term knife buyer or anything the only stuff i ever bought was from amazon.
gf's - i tend to think slimmer for a girl. slimmer than the good-but-cheap folders that i've personally liked. Ka-Bar Fin, great knife, cheap knife, but too big and bulky for the little woman. the cheaper kershaws are more in line with her style. thinner, sleeker lines, pointier, etc.
younger cousins? boy or girl, b/c it prob matters --- for me, the chinese spydercos are great. the tenacious is too big for me to put in my pocket at work. so i have the ambitious and the persistence (the 2 next sizes down) and like both of them. they still make it into my pocket regularly even though i have lots of nicer folders. great knives. and those ones would probably fit a child's hands better, and also not be so big in the pocket (or in the eyes of their parents) for a child.
finally, and god help me, my 11 year old son LOVES his Gerber Bear Grylls junior sized folding survival knife. that thing is a piece of crap, (gritty open, cheap blade lock, cheap plastic handle material, steel does not seem very high quality from my limited usage of it) but he LOVES it. he likes the colors, he likes the tie-in to the show, he feels like Bear Grylls when he has it in his pocket. so knife itself: POC. but popularity: high with a pre-teen boy.

good looking knife. i haven't held one to know too much, though.
my wife is particular to the kershaw chive or the scallion (those will get you right at that $30 limit though). smaller knife, fits in a small purse or pocket easily. tiny, cute, sharp, nice little slicers. that's just my wife though, depends how 'knifey' your gf is. mine isn't at all, so it needs to be small and cute or she won't carry it. if it's big or even just medium sized, she won't cart it around. small and cute is a must for her.
what my son digs is a knife that has a cool factor. assisted open or flipper is big - he just thinks that's cool as can be. he loves my kershaw baby boa, benchmade mini-barrage, ZT0350, etc. And also any knife i have that has a black coated blade, just because he thinks those ones are cool. he is more a fan of 'bigger' knives than my wife is, so he would prob rather have a sl bigger knife like that chill you mentioned.

for my family:
-the woman, cute & small knives have more appeal. metallic or pink or colored handles instead of frn black for her.
-for a boy, make it look bad*ss by being black-coated or have something to help it open fast and they're hooked. bigger is better for him, appeal-wise. he loves to borrow my sog machete when we go on walks and just chop the bejeesus out of downed limbs. just because. so a 3-3.5 inch blade is better than a 2 inch blade for him, while it's the exact opposite for my wife. if she wants a larger knife, she would rather borrow the one i'm carrying that carry her own.
edit: i keep going back and looking at pics of that Chill you mentioned. i may have to go handle one of them. i'm going to blame you when i end up buying one.

Kershaw Clash, Crown II, Half Ton and One Ton. All great and under $30. CRKT Ripple liner lock is right at $30 and very easy to open. All of these are better than I would classify as "throw away" knives though. All good enough to resharpen and worth maintaining. For cheap gift knives I watch for sales on Smith and Wesson. Not the best but some are decent knives and are a bargain at their typical $10 sale point (is there a Big 5 Sporting goods near you?) Just examine them closely as there are many, many different knives branded S&W and some are not even worth the $10 in my opinion. All the Border Guard one seem pretty tough for the money.
