The best quality EDC (folder) for under 40$

The best I have seen under $40 is Cold Steel Voyager models and Victorinox (several models)

If you want a single blade drop point and/or lighter weight look at Ka-bar Dozier Hunter or Ontario RAT 1.

I'd go with one of those, likely the skyline because is thinner, and known for performing well.

Depends what you want in a knife. Spyderco offers the best slicers/cutters. Cold Steel are the strongest/biggest. Kershaw offers a huge range to choose from and they're all good, if not better. ;)
If I had to choose an EDC atm, it would be a medium Voyager. $32 for a FFG AUS8A stonewashed blade with a Tri-Ad lock, are you kidding?
My second choice would the the Tenacious, my all time low budget favourite.
If you want big and strong, get the large Voyager. 4", big, light, exceptionally strong and very ergonomic. Can't be beaten by any other offerings available today. Price: $37... :eek:
 
The CRKT M16-01Z is oretty nice. Got mine today. Factory edge kind of sucked, but otherwise it was a good value at $18.
