I believe so. The British-made version is street-legal in Britain, and the US-made cars have a different engine setup to meet our emissions standards.

Although not street legal, the Atom is available as a kit. That makes it eligible for registration and street driving in some states. Reports have suggested that several (including the model Leno ordered) have already been registered with the notoriously thorny California DMV.
L88 was the 427 equiped with the high rise intake manifold and high lift, long duration cam with high flow heads. Same engine they ran LeMans and Sebring in (it was an RPO, so it was avail for the street)
