They do have nuclear weaponry. But when your country is so small a retaliation of the nuclear scale could destroy a majority of your land, you're just bluffing.

Perhaps this is some sneaky vague comment and doesn't mean what it sounds like it does. Afterall, I'm sure many of us have gotten cut by our own knives at some point or another.;)
