Time Lines for Seller Reimbursement

I think just about everyone is in agreement that transactions are the Sellers responsibility until the Buyer receives the item. When the Buyer does not receive the item or the item is damaged when should the Seller reimburse the buyer. I see several options here. I know what I do but I just wanted to see if my expectations of others are in line with those of myself.

The Seller should reimburse the Buyer when:

The claim is filed
The claim is paid
Some other time


I am of the belief that the Seller should reimburse the Buyer on the day he can file a claim, 21 days with USPS, in the case of a lost package. This gives ample time for the package to appear. In the case of a damaged item the Seller should reimburse the Buyer the day the Seller receives the item back.

The problem I see is that if an item is shipped USPS and not delivered, the seller can not file a claim until 30 days after the item is shipped. The buyer shouldn't have to wait 30 days to get a refund.

I was just in that situation (as the buyer). Paid for the item via PAYPAL, the item was shipped on October 14th, scheduled delivery was the 18th, item never showed up. Even thought it wasn't the fault of the seller, I shouldn't have to wait a month to get my money back. In my case, the seller refunded my money after 2 weeks (28th). I told the seller if the item ever did show up, I would then either return it or send the money again via PAYPAL.
