Razor wire is purely defensive unlike firearms or knives which can be used for attacking as well. So nothing sneaky or evil in my book.I'd put a bit more distance between the house and the moat. Less chance of undermining the house and you can go outside and wander around a bit and still be on the safe side of the moat.
