Toughest folding knife, blade under 4" and $100 or less?

Gotta go with Cold Steel. They are the strongest folders for the money. Recon, lawman or Voyager would fit your criteria. They will handle the step test that killed the BMwithout an issue!

Then get a 710. It's steel on G10 and will have more lateral strength than the cold steels since those are solid G10.

Actually, G10 is, in that amount, just as strong if not stronger than the steel liners you would have in there.
 
I would go with a Tops/Buck CSAR-T is wanting to spend less than $100 for a overbuilt folder
 
I think I found what I need, to fill this requirement. A Hogue EX-01, 3.5" with aluminum grip. It feels like great quality and I paid $100, slightly used.

I still want a Large Cold Steel Voyager clip point, because I think its a great knife for the money.
