I've always maintained that they should just release a bounty. All sorts of bounty hunters would crawling around, and it wouldn't take more than a day for the guy to show up on the front step of the FBI with a bag on his head.

Capture them. Put them through the Judicial Process.
It would be pretty tough, though, because there are quite a few folks out there who would do him in on site, bounty or not.
