What is the best edc knife under $30?

A little more information might be helpful. What blade length? Traditional or non-traditional? Use?

Esee Zancudo, perhaps? Cold Steel Medium Voyager, Buck 112 Ecolite Paperstone?
 
Fixed or folder? For folder, there is a strong argument for the Ontario Rat 2. AUS8 steel. $27.
 
The knife you have on your person. Under $30? Get a SAK.
 
Ontario Rat 2 folder is a great value for under 30$. Fantastic knife for the price. A few have already mentioned it. I hope you take a look at them.

I suggest an Ontario RAT 1.

This (and similar) topic has been covered repeatedly in the near past. You should become acquainted with the search functionality on this site, it's incredibly valuable and, when used, keeps the forums from getting clogged up with the same types of questions over and over.
 
I have looked at the Rat 2, the Kershaw Ripple, and the Kershaw Cyro. They all look pretty nice. I am looking for a knife that has:
-Straight Edge
-Preferably 3 inches or less blade length
-Lightweight
-Pocket Clip
-Locking
 
Also, for an EDC multi tool would you recommend the leatherman squirt PS4 or the new leatherman juice s2? I want something lightweight but still usable. I would most likely end up carrying it in my pocket
 
one thing I have a problem with that is that I would like pliers. I ordered a small SAK sd for $12. The main reason being that i want to have the tweezers. I do however want a multi tool with pliers.

Maybe the Spyderco Byrd knives. Byrd Cara Cara, Meadowlark, etc. They're probably about $20-25 if you don't mind lockbacks.
 
I carry a Buck Bantam...you can grab them for $20 all day long. 420HC steel and USA made...I like it. Light as sin, locks up solid.
 
It has yet to be said, maybe because it is a bit above your stated budget--but a Cold Steel mini recon 1 is and excellent edc choice given your criteria.
